Monaghan Integrated Development CLG is the Local Development Company for Co Monaghan and we provide rural development, community development and social inclusion supports for the county. We deliver a range of community, economic and labour market programmes which support growth and opportunities for individuals, communities and enterprises through capital grants, technical assistance, guidance, mentoring, capacity building, training and developmental supports. The position is a full time fixed term contract for a minimum period of two years.
What is LEADER?
LEADER is a Europe wide developmental programme which supports both private enterprise and community groups in delivering projects aimed at improving the quality of life in rural areas and encouraging the diversification of economic activity. It is funded by the EU and Irish Government, under the National Rural Development Programme 2014 – 2020. In Co. Monaghan, the Local Community Development Committee (LCDC) in their role as Local Action Group (LAG) has responsibility for the delivery of LEADER. Monaghan Integrated Development CLG is the Implementing Partner and are responsible for implementing the LEADER Programme 2014 -2020. LEADER is now investing funding in innovative community and enterprise projects helping make our rural areas more sustainable.
Job Role
The primary role of the Rural Development Officer is to animate the Rural Development Programme (RDP) within Co Monaghan and to support and build the capacity of rural communities and enterprises within this area to develop innovative projects. This role will require a proactive approach working across all themes and sub-themes of the LEADER Programme 2014 – 2020. The role requires a strong innovation focus with the ability to initiate new ideas, implement relevant training programmes and assist in the development of project proposals (both socially and economically based).
Key Requirements for the Role 
  •  Third Level Degree in Rural or Community Development, Innovation or other relevant disciplines
  •  Relevant experience, (minimum of 3 years), i.e. Rural Development or related sector
  •  Experience of supporting enterprise development
  •  Experience of supporting community and voluntary groups in needs analysis / project development
  •  Experience of stimulating, facilitating and supporting local Innovation.
  •  Experience of dealing with funding agencies
  •  Experience in local capacity building and supporting communities and enterprises
  •  Can demonstrate excellent inter-personal and communication skills
  •  Can demonstrate effective team working skills and a strong emphasis on effective project implementation.
  •  A sound understanding of rural development policy tools and approaches
