Community Enterprise Development Officer
(Full Time – Fixed Term Contract)
The Position
This position involves working with individuals and groups in local communities, especially disadvantaged communities targeted under SICAP (Social Inclusion and Community Activation Programme) 2018 – 2023. The CEDO will support/mentor Social Enterprises and/or community groups interested in the establishment of a Social Enterprise. They will also support the development of anti-poverty initiatives, including energy conservation initiatives as well as supporting individuals to return to work or self-employment.

The Role
The primary role is to animate, support and build the capacity of rural communities and individuals within Co Monaghan to engage in social enterprise. This role will require a proactive approach working across all themes of the SICAP Programme 2018-2023. The role of Community Enterprise Development Officer requires a strong business focus with the ability to initiate new ideas, implement relevant training programmes and assist promoters in the development of project ideas (both socially and economically based). Duties will include:

Mentor and support community groups in the area of Social Enterprise (SE) and work with project promoters in order to build their capacity to participate in SE and to access funding available.
  • Support SICAP target groups to engage in anti-poverty initiatives, including energy conservation initiatives.
  • Support Long Term Unemployed individuals to start their own business.
  • Link individuals and groups in disadvantaged communities to resources and supports available through state agencies and other service providers to address their needs/issues.
  • Promote social inclusion in local communities through effective use of community development principles and practice.
  • Development and co-ordination of specific targeted training opportunities to enhance the capacity of SICAP groups within the county.
  • Hosting conferences/workshops on a variety of social inclusion themes.
  • The role may require working outside of normal office hours and in some instances evenings and or during weekends.
The position is based in County Monaghan with Monaghan Integrated Development CLG. Interviews for this position will be competency based and shortlisting will apply on the basis of the information provided in the application form.

The Social Inclusion and Community Activation Programme (SICAP) 2018-2022 is funded by the Irish Government through the Department of Rural and Community Development and co-funded by the European Social Fund under the Programme for Employability, Inclusion and Learning (PEIL) 2014-2020 and is overseen locally by Monaghan Local Community Development Committee (LCDC) with support from Monaghan County Council.
